DGADR
Directorate-General for Agriculture and Rural Development
The Directorate-General for Agriculture and Rural Development, abbreviated as DGADR, is a direct State administration service endowed with administrative autonomy.
The Directorate-General for Agriculture and Rural Development (DGADR) operates under the legal framework of the following instruments:
- Organic Law approved by Regulatory Decree No. 32/2012, of March 20;
- Ordinance No. 303/2012, of October 4, which establishes the core organizational structure, respective competencies, and sets the maximum number of flexible organizational units;
- Order No. 13434/2012, of October 15, which creates the flexible organizational units of DGADR;
- Rectification Declaration No. 1387/2012, of October 30, which rectifies Order No. 13434/2012, published in D.R. 2nd series, No. 199, of October 15, 2012, concerning the creation of DGADR's flexible units.
The mission of DGADR is to contribute to the implementation of policies in the areas of agricultural holdings regulation, agricultural genetic resources, qualification of rural agents, economic diversification of rural areas, sustainable land management, and irrigation, fulfilling its role as the national irrigation authority.
- Contribute to the formulation of strategy, priorities, and objectives, and participate in the development of plans, programs, and projects within its mission areas;
- Promote the economic and social development of rural areas, particularly through the association and qualification of rural agents, enhancement and economic diversification of territories, viability of agricultural holdings, and the promotion of policies for natural resource sustainability, land structuring, soil protection and enhancement for agricultural use, and the development of hydro-agricultural systems;
- Represent the Ministry of Agriculture on matters related to water use in agriculture, participating in the development of national water policy and drafting, coordinating, monitoring, and evaluating the implementation of the National Irrigation Plan;
- Create and maintain an up-to-date information system on irrigation and its supporting infrastructures;
- Promote the enhancement and utilization of national plant genetic resources of agricultural species, particularly traditional varieties registered in the National Catalog of Varieties (CNV) as conservation varieties, through their use in sustainable production methods or quality and differentiated product regimes, with the goal of achieving economic scale and enhancing rural territories;
- Coordinate technical activities related to the implementation of sustainable production practices and methods;
- Establish rules for the licensing of livestock farms, considering environmental aspects, and promote respective information systems in coordination with other entities.
